Black community leaders have requested a meeting with Denver Mayor John Hickenlooper after a black police commander was passed over for promotion in favor of a Latino commander.
Denver Police Chief Gerry Whitman is promoting District 1 Cmdr. David Quinones to become the division chief of special operations, said Al LaCabe, Denver's manager of safety.
"I considered five highly qualified candidates for the positions and I am confident that I selected the best people for the positions at this time," Whitman said in a statement. He did not return phone calls.
LaCabe said Quinones has been serving as acting division chief of patrol since former Chief Steve Cooper retired. Mary Beth Klee is the current division chief of special operations and will take over the patrol division, he said.
Last year, several Latino officers filed a federal civil-rights complaint against the department, alleging discrimination against Latinos for promotions and new hires. Black officers did not join in on the complaint to the Equal Employment Opportunity Commission. The complaint is still pending.
