LAREDO — Plans for a border fence approved by Congress last year may be more flexible than expected, Homeland Security Secretary Michael Chertoff told border leaders who oppose the idea.
Chertoff met here Wednesday with border mayors and business leaders to discuss the effects a border fence, as signed into law by President Bush, could have on trade, tourism and community relations
As written, the law calls for 700 miles of fencing between Brownsville and Laredo, Eagle Pass and Del Rio, and El Paso and Las Cruces, N.M.
"We want to have the tactics that fit the particular landscape and geography," Chertoff said.
The mayors said border security is a priority, but it should be balanced with economic needs.
Laredo Mayor Raul Salinas, a former FBI agent, said his city is considering clearing a swath along the Rio Grande that, combined with technology, could give border agents a clearer view of the boundary without restricting access to the river for local residents.
Chertoff, who also met with the mayors in Washington, D.C., last month, appeared receptive to alternatives for Texas but didn't discard the need for fencing.
