Already starting for 2010 access
I got a copy of the CP of Utah's newsletter and they said that they are already passing petitions for ballot access in Arizona, Hawaii, and Wyoming.

They said that many times they need to pay people to collect signatures and they decided to start now because it's cheaper to do when it's not an election year.

If state law allows petitioning for ballot access to start this early it is always a good idea to begin. By the time the 2010 election cycle begins in ernest the price commanded by really good paid circulators will be bid sky high by the Greens and Libertarians and whatever independents need help as well. This is a really smart move on the part of the CP.
